Wu Xiaoxuan was born in Hangzhou, Zhejiang Province in 1958.

Wu Xiaoxuan has won many medals at the National Games, the Asian Games, the World Cup, the World Championships and other competitions. In 1984, she was awarded the National Titles of Honor in Sports and titled the title of “Top 10 Chinese Athletes of the Year” and was recognized as one of the most outstanding athletes over the 35 years since the founding of the People’s Republic of China. On September 2, during the 1984 Los Angeles Olympic Games, Wu Xiaoxuan won the gold medal in women's smallbore rifle with a score of 581, setting a new Olympic record in this event and becoming the first female athlete since the founding of the People’s Republic of China to win an Olympic gold medal.
