Female swimmer Luo Xuejuan was born in 1984 in Hangzhou, Zhejiang Province. In 1997, she was selected to Zhejiang provincial swimming team from Hangzhou Sports School.

In 2001, she won the championships in women’s 50m and 100m breaststroke at the Ninth FINA World Championships and in women’s 100m breaststroke at the Ninth National Games.

In 2002, she won the championships in women’s 100m breaststroke and 4×100m medley relay, and the runner-up in women’s 200m breaststroke at the 14th Asian Games held in Busan.
