He Cuilian was born in Ganzhou, Jiangxi Province in December 1991. In 2012, she registered as a member of Ningbo Sports Training Center.

In 2008, she won the gold medal in women’s speed climbing at the 17th Asian Climbing Championships. In 2009, at the IFSC World Championships held in Xining, Qinhai Province, she won the championship in women’s 10-meter-wall speed climbing with a world record, and took gold in women’s 15-meter-wall speed climbing, breaking the world record. She also won gold medals in 15-meter-wall 2× mixed speed relay, and in 15-meter-wall women’s 3× speed relay. In the same year, she won the gold medal in 15-meter-wall women’s speed climbing at the 8th World Games held in Kaohsiung, Taiwan.
